Is it fine to use multiplication tables while dividing?

Yes, and it is a good habit. Division depends on recall, so a chart keeps the focus on the method while the facts are still being learned.

Should division be practised before multiplication is fluent?

They support each other, so some overlap is fine. If tables are very shaky, spend a few sessions there first and division will come together much faster.

My child gets lost partway through a long division. What helps?

Saying the four steps aloud - how many, multiply, subtract, bring down - and using squared paper so each digit sits in its own column. Losing the place is nearly always a skipped step, not a maths gap.
