Is it a problem that my child writes 'me and mum went'?

It is completely normal and one of the most common Grade 1 errors. Saying the sentence without the other person ('me went') makes the mistake audible, which teaches it faster than a rule.

How long should this take?

Around ten to fifteen minutes. If it stretches much past that, stop and finish later - accuracy drops quickly once a Grade 1 child tires.

My child knows the rules out loud but still forgets capital letters when writing. Why?

Because writing uses up their attention on spelling and letter shapes first. A second read-through hunting only for capitals fixes this far better than reminding them mid-sentence.
