When does a relative clause need commas?

When removing it leaves the sentence still identifying the same thing. If the clause is what tells you which one, it takes no commas.

Colon or semicolon?

A colon introduces or explains what follows; a semicolon balances two related complete statements. Testing whether each side is a full sentence settles most cases.

My child writes fragments for effect. Should I correct it?

In creative writing an occasional deliberate fragment is fine. In formal or assessed writing it usually counts as an error, so knowing which is which is the real target.
