Should Grade 1 use centimetres and inches, or paper clips and cubes?

Non-standard units first. Repeating a paper clip along an object teaches what measuring actually is; the ruler is a shortcut that makes sense afterwards. Most Grade 1 curricula do both, in that order.

Do we need a real ruler for this worksheet?

No. The worksheet can be completed as printed, and a marked paper strip works for the practical parts if no ruler is available.

My child says the longer object is always the heavier one. Is that normal?

Very. Length and weight get bundled together at this age. Let them hold a long empty box and a small full jar - feeling the contradiction separates the two ideas better than any explanation.
