The -tion / -sion / -cian endings are pure memory, so treat them as three separate word lists rather than one rule. Grouping them by the words your child actually got wrong is more efficient than the full list.

Why do knee and know have a silent k?

It used to be pronounced, and the spelling stayed behind. Knowing kn always begins these words is more useful than the history.

How can my child tell -tion from -sion?

Not by ear. A rough guide: -sion often follows l or s sounds (tension, division), -tion is far more common otherwise. When in doubt, -tion is the safer guess.

Do roots really help this young?

Yes. A child who knows tele means far and graph means write can attempt telegraph, telephone and photograph without being taught each one.
