Is phonics not finished by Grade 4?

The basic code is, but word structure is not. Roots, prefixes and endings are what let a Grade 4 reader handle subject textbooks independently.

Why do knee and know have a silent k?

It used to be pronounced, and the spelling stayed behind. Knowing kn always begins these words is more useful than the history.

How can my child tell -tion from -sion?

Not by ear. A rough guide: -sion often follows l or s sounds (tension, division), -tion is far more common otherwise. When in doubt, -tion is the safer guess.
