Is there a rule for -able versus -ible?

A rough one: -able usually follows a complete word (comfortable, dependable), -ible often follows an incomplete root (visible, terrible). Exceptions exist, so the list still matters.

Should a Grade 5 child still be sounding words out?

Not letter by letter, but chunking by root and affix is exactly right, and it is what carries them into secondary-school texts.
