Is expanded form (30 + 6) really necessary this early?

It is worth doing because it makes the value of each digit visible, and it is the exact idea your child will lean on for two-digit addition next year. Keep it short - a few numbers per session is plenty.

How do I know when to move on to the next worksheet?

When your child can say a two-digit number as tens and ones without pausing, and build it with objects on the first try, the concept is secure enough to move on.

My child can count to 100 but cannot say how many tens are in 60. Why?

Counting is a sequence learned by ear; place value asks the child to see 60 as six groups. They are different skills, and the second one always arrives later. Grouping real objects into tens is the fastest bridge between them.
